Charles G. Davis, President/Founder
Charles G. Davis is the President and Founder of Let Us Keep Engaged (LUKE) Foundation. He founded LUKE Foundation in 2001 as part of his commitment to the community. Currently, he is the President and Chief Executive Officer of Technology, Automation & Management, (TeAM) Incorporated in Falls Church, Virginia. Mr. Davis has received accolades to for his various contributions to include recognition from the Franklin J Bourne Bar Association for his non-profit work, the New Orleans City Business for his innovation in emergency preparedness and by local New Orleans city businesses as the 2007 recipient of the Innovator of the Year award. Mr. Davis served in the United States Air Force as a Telecommunications Technician. He earned his Bachelors of Science in Information Systems Management from the University of Maryland. He is a native of Florence, South Carolina, but currently resides in Prince George’s County Maryland.
Vivian Hsia, Vice-President
Vivian Hsia serves as Vice President for Let Us Keep Engaged (LUKE) Foundation. Ms. Hsia is currently the Vice President of Human Resources at Med Star Montgomery Medical Center, Olney, Maryland. Ms. Hsia has over 20 years of experience in human resources, including 4 years at Children’s National Medical Center. In addition, Ms. Hsia is an active member of the Society for Human Resource Management and the American Society of Healthcare Human Resource Administrators. Ms. Hsia is a Board member of the LUKE Foundation and member of Towson University Health Care Management Undergraduate Program’s Advisory Committee. She earned a Master's Degree from the University of Maryland, University College and a Bachelors of Science in Psychology from Towson University. She has attained Certification in Healthcare Human Resources (CHHR) by the American Hospital Association. Currently, Ms. Hsia resides in Prince George’s County, Maryland.
Tamra Blake, Executive Director
Tamra Blake is the Executive Director for Let Us Keep Engaged (LUKE) Foundation. She is a highly skilled executive administrator with expertise and proficiency in revitalizing functions, driving quality improvement, increasing productivity, implementing cost-effective systems, vendor management, formulating and executing strategic plans and driving vision. She has a distinct background holding positions as Senior Vice President of Administration in the Legal Department at Bank of America and legacy Fleet Bank supporting the General Counsel managing operational risk, financial reporting, human resources, diversity, vendor management, compliance, audits, information technology and electronic billing. She has held leadership roles in Commercial Real Estate running loan operations and information technology, in Credit Policy at the Corporate Level and was a Division Controller at Citibank. Ms. Blake served as a Board Member for Big Brothers Big Sisters of Massachusetts Bay, Trustee at Buckingham Browne & Nichols School, and currently sits on the Human Resources Committee at the YWCA in Boston. She is the recipient of Bank of America’s Global Diversity and Inclusion Recognition Award for outstanding commitment to the bank and community. She earned a green belt in Six Sigma, winning a corporate award for implementing an electronic invoice process causing significant cost savings corporate wide. In 2013 she was named woman of the year by the National Association Professional Women for her leadership skills. Ms. Blake earned her Bachelor of Arts Degree with a dual degree in Economics and Sociology from Wellesley College.
Letitia D. Janifer, Treasurer
Letitia D. Janifer serves Treasurer for Let Us Keep Engaged (LUKE) Foundation. In this role she ensures accountability, transparency, compliance, and sound fiscal management. Currently Ms. Janifer is the Vice President of Finance & Contracts with Technology, Automation & Management (TeAM) Inc. She has 30 years of financial and operational management experience in government contracting, non-profit, and commercial environments. Ms. Janifer earned her Bachelors of Arts in Accounting from Clark Atlanta University (formerly Clark College). She also holds a Certified Public Accounting certification. She is a native Washingtonian, and currently resides in Prince George’s County, Maryland.
Jaki Buckley, Legal Counsel
Jaki A. Buckley serves as the Legal Counsel for Let Us Keep Engaged (LUKE) Foundation. Currently, she serves as Chief of Labor Relations for the District of Columbia, Department of Human Services. Ms. Buckley has over 20 years of experience in practicing law as a family law attorney in Maryland’s public and private sector. She earned her Bachelors of Arts in Journalism from Clark Atlanta University (formerly Clark College). Ms. Buckley earned her Juris Doctorate (J.D) from the University Of Maryland School Of Law. Currently, resides in Prince George’s County, Maryland.
Dr. Debra Mahone, Director of Educational Programs
Dr. Debra A. Mahone is a highly skilled educational leader, experienced in school reform, program and leadership development, curriculum and technology integration; and teacher and administrator professional development. Her experience includes diverse positions, including executive leadership, school administration and supervision and talent development. Dr. Mahone has served as executive director of School and Leadership Development, director of School Improvement and Accountability, director of State and Federal programs, middle and high school principal, program coordinator, instructional specialist, teacher and educational consultant. Dr. Mahone consults with independent organizations, private and public schools and school districts to actualize their vision, mission, goals, strategies and performance metrics to increase student achievement, enhance teacher and administrator leadership and accelerate comprehensive school reform.
Glenn Mahone, Director of Communication Outreach
Glenn Mahone serves as a board member on the Board of Directors for Let Us Keep Engaged (LUKE) Foundation. Mr. Mahone is Vice President of Communications at Aerojet Rocketdyne. In this role, Mr. Mahone leads the division and is responsible for formulating and implementing policies and procedures designed to support the Aerojet Rocketdyne brand and mission. Mr. Mahone also presides as a National Trustee for the Boys & Girls Clubs of America. Additionally, he serves on the board of the Coalition for Space Exploration. He is an Executive Committee Board Member of the Bowie State University Foundation. He is a board member of the Maryland Chamber of Commerce and also the Prince George’s Black Chamber of Commerce. He is co-chair of the Communications Council of the Aerospace Industries Association (AIA) Washington Public Relations representative’s committee. Mr. Mahone also serves as the Communications chair for the Center for the Study of International Medical Policies and Practices. Mr. Mahone is a graduate of the University of Arkansas. He is a native of Arkansas, however resides currently in Prince George’s County, Maryland.
Luke Conference Committee Members
Carmen Braxton currently serves a committee member on the Let Us Keep Engaged (LUKE) 2014 Foundation Parent Engagement Conference initiative as sponsorship coordinator. Ms. Braxton is the founder and CEO of Braxton Educational Services and Training, LLC (BEST). BEST LLC is a training and consulting company that offers in-house training services and delivery of a broad range of training courses. BEST LLC offers services to the private and public sector, and organizations in diverse industries including IT, Local Government and Education. Ms. Braxton is a proven executive with over 25 years of experience in business development, strategic sales, marketing, and training in both the public and private sectors. She is dedicated to advocacy for children and recently served as an Executive Board Member and Officer for the Prince George’s County PTA Council representing more than 120,000 school-aged children. She holds a Bachelors of Science from the University of Wisconsin, a Masters of Business Administration (MBA) degree from the University of Phoenix, and is currently pursuing her doctorate in Organizational Leadership at Nova Southeastern University. She is a New Jersey native, but currently resides in Prince George’s County, Maryland.
Theresa Saunders serves as committee member on the Let Us Keep Engaged (LUKE) 2014 Foundation Parent Engagement Conference initiative to as an outreach and conference planning consultant. Ms. Saunders has more than 25 years of organizational management, leadership development and financial experience in the public and private sectors. As Youth Program Coordinator, Ms. Saunders developed and coordinated various mentoring programs for youth ages 6 through 17. She organized parent-leaders and established a county-wide organization for guidance, training, resources, and networking for all Parent-Teacher Associations (PTA/PTSA) units in Prince George’s County Public Schools (PGCPS), the second largest school district in Maryland (205 schools). She collaborated with PGCPS, PGC Juvenile Court, PGC NAACP, National Education Association, Department of Education, county government and community organizations. She is also a member of Omicron Delta Kappa National Leadership Honor Society-George Washington University and the Pi Alpha Alpha National Honor Society – Howard University. She holds a Masters in Public Administration and a Master’s in Business Administration from Howard University, Washington, D.C. She earned her Bachelors of Science in Business Administration in Accounting from George Washington University, Washington, D.C. Currently Ms. Saunders lives in Prince George’s County, Maryland.
Jerry Sherman serves as committee member on the Let Us Keep Engaged (LUKE) 2014 Foundation Parent Engagement Conference initiative as operations facilitator. Currently, Mr. Sherman is the Vice President of the Public Sector Practice at Elixir Technologies. Previously, he has served in leadership roles with numerous professional and charitable organizations to include the National Association for the Advancement of Colored People (NAACP), the Rainmaker Society, CCC Trustee Board, Xplor and the BSA . Mr. Sherman is a Veteran of the United States Air Force. He is a graduate of Oklahoma State University, in Radiation Technology and Information Systems. Currently he resides in Prince George’s County, Maryland.
Tommie N. Thomas serves as committee member on the Let Us Keep Engaged (LUKE) 2014 Foundation Parent Engagement Conference initiative as logistics coordinator. He is currently an Architect and Project Manager with the United States Department of Homeland Security (DHS) U.S. Customs and Border Protection (CBP) who is responsible for the design and construction of Federal Inspection Service (FIS) facilities at Airports, Seaports, and Land Ports of Entry (LPOE) throughout the US, Caribbean, US Virgin Islands, and Foreign Preclearance Countries. Mr. Thomas has practiced for 18 years as a Government Architect, with the United States Department of Agriculture (USDA). He earned his Masters of Science in Architecture and Engineering Administration from the University of Maryland, College Park. Mr. Thomas earned his Bachelors of Science in Civil Structuring Engineering from the University of Alabama, Birmingham. He currently resides in Prince George’s County, Maryland.
